Health Net and Providence Health Plan Exit Key Markets

Insights and strategies for brokers and advisors on PEO partnership, client retention, and business growth, straight from the experts at BBSI.

Health Net will discontinue its California commercial group health plans, with most affected policies expected to end by February 28, 2027. Providence Health Plan will also discontinue most of its insurance offerings beginning in 2027, requiring many Oregon employers to find new coverage.

Affected businesses will need to find new coverage, but this transition presents a bigger opportunity than simply replacing one carrier with another.

By working together, brokers and BBSI can help employers evaluate their benefits needs while also addressing the broader workforce challenges affecting their business.

A Stronger Solution Through Partnership

At BBSI, our brokers remain the trusted advisors, guiding clients with carrier comparisons, plan design, provider access, costs, and employee needs.

BBSI complements that expertise with an integrated workforce solution that includes:

  • Employee benefits support
  • Payroll administration
  • HR consulting
  • Workplace safety and risk management
  • Recruiting and retention support

Together, we can help affected employers consider both their immediate coverage needs and the long-term needs of their workforce.

More Than a Carrier Change

The right conversation is not only:

“Which carrier should we choose next?”

It is also:

“Can we use this transition to strengthen our benefits plans and overall workforce strategy?”

Some employers may choose another traditional carrier arrangement. Others may benefit from exploring a PEO solution that connects benefits with HR, payroll, risk management, and workforce support.

BBSI does not replace the broker’s role. BBSI works alongside the broker, keeping the broker involved in the client relationship while bringing additional resources and local support to the table.

What Employers Should Do Now

Affected employers should begin planning early with their broker and BBSI:

  • Confirm their coverage termination date.
  • Evaluate benefits, employee, and workforce priorities.
  • Compare traditional carrier and PEO options.
  • Prepare employees for potential changes.
  • Select a solution that supports both their people and their business.
